End Homelessness Winnipeg in partnership with Manitoba Non-Profit Housing Association explore the potential for a province-wide Indigenous Housing Authority to address off-reserve Indigenous housing needs in Manitoba. This discussion paper draws on research, stakeholder input, and lessons from other provinces and past examples in Manitoba, such as British Columbia’s AHMA and Ontario’s OAHS, to inform opportunities and restrictions.
Guided by the philosophy of “for Indigenous, by Indigenous” development concepts, the report provides recommendations for advancing housing solutions that can be owned, managed, and operated by Indigenous groups as a means to address the over-representation of Indigenous people experiencing or at-risk of homelessness in our Province. The report also considers a preliminary framework for the roles this Authority could lead.
