Reaching Home Call for Proposals
For Projects to End Homelessness in Winnipeg:
End Homelessness Winnipeg is pleased to open this Reaching Home Call for Proposals for the 2020-2021 fiscal year.
Reaching Home is a new program that replaces the former Homelessness Partnering Strategy and as such has different program priorities. Funding decisions will be guided by the new, recently completed, Reaching Home Community Plan.
Detailed information on Reaching Home and the priority areas for funding can be accessed on the Employment and Social Development Canada website.
Funding decisions will be guided by the new Reaching Home Community Plan, which identified the community’s priorities in relation to the five Reaching Home activity areas. The eligible activities and expenses are grouped into the following five priority areas:
- Housing Services
- Prevention and Shelter Diversion
- Support Services
- Capital Investments
- Coordination of Resources and Data Collection
Rather than requiring organizations to identify which of the priorities the project fits into, End Homelessness Winnipeg is asking organizations to identify which project activities correspond with each of the priorities. This recognizes the complexity of many of the projects designed to address homelessness.
The general component of this Call for Proposals is for:
- Capital projects which may include purchase, construction, and renovation of facilities as well as supporting the initial development of potential capital projects to create new units.
- Service delivery projects such as Housing First, non-Housing First, diversion, prevention and coordination projects.
Within the service delivery stream, End Homelessness Winnipeg is also requesting specific project proposals for the following key components of the Coordinated Access system that we are moving towards:
- Coordination of rent subsidies
- Housing procurement for the sector
- Coordination of training for the sector
- Coordination of Indigenous cultural supports and services.
Please use the service delivery application package at the bottom of this page in submitting a project proposal for any of the above service delivery components.
The deadline for completed applications is 3PM, January 3, 2020.
Incomplete applications or applications received after this deadline will only be reviewed after all other applications have been processed.
Recognizing Reaching Home is a new program and this year we are working within tight timelines, End Homelessness Winnipeg wishes to offer organizations developing funding requests for consideration for Reaching Home funding in 2020-2021 the opportunity to have questions answered by End Homelessness Winnipeg staff.
Organizations currently in receipt of Reaching Home funding are asked to contact their assigned End Homelessness Winnipeg Program Officer.
New organizations have two opportunities to ask questions and seek clarification in completing their applications.
End Homelessness Winnipeg will offer two information sessions for new organizations:
- November 13, 2019
- Time: 2PM-4PM
- Location: End Homelessness Winnipeg – Large Boardroom (Accessible)
- 420 – 213 Notre Dame Avenue
- November 20, 2019
- Time: 10AM-12PM
- Location: Sergeant Tommy Prince Place
- 90 Sinclair Street

End Homelessness Winnipeg will also be offering new organizations the opportunity to schedule a half-hour, one-on-one session with an End Homelessness Winnipeg Program Officer at End Homelessness Winnipeg, 420 – 213 Notre Dame Avenue, between 9AM and 3PM on the following dates:

- Tuesday November 12
- Thursday November 21
- Tuesday November 26
- Thursday December 5
